Indonesian paranoia?

Various Asian news networks are reporting the remarks of Indonesia’s Health Minister Siti Failah Supari as stating that the outbreak of H1N1 Flu virus could have been man-made. In her remarks, she accused Western governments of possibly making and spreading viruses in underdeveloped nations forcing them to buy vaccines from western pharmaceutical companies. Since the bird flu virus spread through Indonesia in 2006, the minister has refused to share samples with the World Health Organization (WHO) because she states the system is abused by rich countries to develop vaccines, which poor countries must buy. She has also accused WHO for the spread of AIDS.

In some parts of the Pacific region, independent news networks blame American military research laboratories for producing and spreading such things as HIV, Mad-cow disease and syphilis.

Question of the day: Are their concerns real or a case Anglo-American phobia and what steps should be taken to improve an obvious fractured relationship?
